Staying informed about real-world trends and age-restricted policies is vital to our mission of improving public health. To do that, we monitor several government sources of data, including:  
 

  • National Youth Tobacco Survey  
  • Monitoring the Future Survey  
  • Population Assessment of Tobacco and Health Survey  


Findings from the 2024 National Youth Tobacco Survey (NYTS) conducted by the FDA and the CDC showed an overall decline in youth use of any tobacco product, reaching the lowest level ever reported by NYTS. Youth use of nicotine pouches also remained relatively low, at 1.8 percent.  


The data reveal tremendous progress in the U.S., but regulators, policymakers, retailers, and manufacturers must remain vigilant in ensuring nicotine products are only accessible to and being consumed by adults 21+.

Every product we develop and submit for regulatory review includes youth prevention considerations: from how it’s developed and marketed to how it’s accessed and monitored. We rigorously assess the risk of unintended use and implement measures to reduce that risk. Because for harm reduction to be credible and effective, it must not only support adult smokers seeking alternatives—it must also aim to keep anyone under 21 from accessing these products.
